Why You Cannot Ship Korean Alcohol to Yourself in the US

The legal position on importing alcohol by mail, why services decline it, and what your actual options are.

The federal layer

Importing alcohol commercially requires a federal basic permit, and even personal importation requires compliance with federal alcohol regulation. Alcohol is also non-mailable matter under US postal rules, meaning it cannot legally move through the postal system regardless of quantity or declared value. Quantity does not create an exemption either, since the framework applies to any amount rather than above a threshold as it does with duty.

The state layer

Alcohol distribution is regulated state by state under a three-tier system that requires a licensed importer, a wholesaler and a retailer. Direct-to-consumer shipping from a foreign source bypasses all three. Some states permit limited direct wine shipment from licensed domestic wineries, which does not extend to foreign spirits. Some states impose criminal penalties on unlicensed alcohol shipment specifically, which makes this one of the few import questions with genuine legal exposure.

The carrier layer

Commercial carriers accept alcohol only from shippers holding an approved alcohol shipping agreement and only to approved destinations. A consumer parcel containing alcohol violates the carrier contract, which is why forwarding services decline it outright rather than as a policy preference. This is also why a service declining alcohol is not being unhelpful, since accepting it would put their carrier agreements at risk across all shipments.

What happens if you try anyway

Undeclared alcohol found in a parcel is typically seized and destroyed without compensation, and the shipment may be held for review. You lose the goods, the freight and potentially the rest of the box contents. Mislabeling it as something else is customs fraud, not a workaround. The remaining contents of a box are also delayed while the shipment is reviewed, so the cost of trying extends well beyond the bottle itself.
